Material Mobilization
MoP has formulated two committees to facilitate and handhold States for mobilizing major material/equipment with Standard Technical Specification at competitive rates through a transparent bidding process under DDUGJY & IPDS.
Committee-A under the Chairmanship of Chairperson CEA finalized report on 22-Oct-2015 with selection of major high value materials viz., Power Transformer, Distribution Transformer, Conductor, AB Cable, UG Cable & Meters, respective technical specification and aggregate quantity of these materials.
Committee-B under Chairmanship of Director (Projects), PGCIL empanelled the ventdors for Tranche-I quantities for five items (UG cables excluded). namely Power Transformer, Distribution Transformer, Conductors and AB Cables.
The price discovery for the total 271 Lots under Tranche-I completed and the details of items / equipment and the rates thereof in 18 States as discovered through the competitive bidding process were communicated to States vide letters dated 25-Apr-2016 and 13-May-2016 by Member Secretary of Committee-B.
A meeting was held on 29.06.2016 in the Ministry of Power under the Chairmanship of Hon’ble MoS (IC) for Power, Coal and New & Renewable Energy to review the above process and it was decided that:
- States are free to procure materials on their own, if it is felt that their rates are less than CPP rates.
- Cancel the 2nd tranche of procurement.
Decision was communicated to States vide letter dated 21.07.2016 and 26.07.2016 by REC and 05.08.2016 by PFC regarding further needful action to be initiated in this regard.
